First, I am so so sorry that you have to deal with this. No one has the right to make anyone feel unsafe in their own home. I had a similar situation happen to me. A call girl lived next door to me and would regularly entertain clients at all hours of the day and night. A host of unsavory characters would stalk our halls and make all of us feel uncomfortable and/or scary. We called the police, but all they did was ask the girl if she was an escort, which she denied, of course. it only stopped when she was arrested for tax evasion. But, back to your problem. I would wait to see if the collective letter makes any difference. Groups of angry tenants scare landlords, so it could have an effect. if not, think about taking your story to a local news station/newspaper. If they pick up your story, it could have an effect. Hope this helped.
Now why is that selfish to want to go out on to your own balcony without verbal assault? Don’t they have anything like disturbing the peace and disorderly conduct laws there?
@Cristina: Heh.:-) Actually, apparently she’s already under psychiatric care. It’s not doing any good though.
@Angela: Well, the laws here apparently are weighted toward the mentally ill, which I understand in some cases. But, some hide behind these laws. For example, from what I was told, she can’t be kicked out for making noise because she is mentally ill. Also, because she is mentally ill – I think (operative word here is “think) – she’s not responsible for her actions. Since she’s not responsible, she can’t be kicked out. I think that’s how it works.
Wow! Wish I had some advice to add, but you already got some good pointers. I mean, how does one fix this abusive situation if the authorities won’t help? I’m hoping that the collective letter will get some results. In the interim, keep your head down.
